This is a very special Convair B-58 Hustler. It was designed as a high-altitude, supersonic bomber. And it was extremely fast -- it set 19 speed records in the '60a: many of which have not been broken! This particular one was one such record-setter.

Unfortunately it was brought in to service at a time when the Russians proved that they could shoot down high-altitude aircraft, so they tried to re-purpose it as a low-altitude bomber for which it was supremely unsuited. Eventually the head of SAC, General Curtis LeMay, took a flight in one and pronounced it junk.
